Quick Rundown: Strelka are plant people (Think Floran of Starbound) from the plant Zivot. Technologically advanced but still barbaric in nature. They spoke in hisses, but have gradually evolved over their civilization's lifetime to obtain a moderately basic language. Vidas, plant diplomat #1, is torn from his planet and drawn to Earth. Roughly around the late 13th through early 15th century. Key difference for the story being that Hernán Cortés does not arrive to conquer Tenochtitlan in 1521.
The Earth has minor elements of Aztec culture, primarily the mention of the Templo Mayor, Tlaloc, and Huitzilopochtli. While not necessarily the same (for instance, ancient mesoamerica was not historically known for otherworldly summons) much of the economy and class structure of where Vidas was summoned will be similar to that of Tenochtitlan.
Not that Vidas (Tlaloc) held very tightly onto this way of life, mind you. It's simply the only understanding of humanity in general he's attained. Once away from Earth, he'll probably slowly regress back into his own familiar lifestyle.
As for Tlaloc's body: As described in the background, being pulled into a different universe has had the effect of only pulling in his living consciousness. Since you can't have a living "nothing", a vessel was violently constructed out of surrounding materials. Currently he's something like a living magnetic shadow while his body, the main thing people will see, looks to be like a golem made of stone and debris. He's about seven feet tall upright, but usually slouched and supported by his stone arms. The various masks shown in icons make up his head. They're interchangeable but all serve the same function.
